Almost always, yes. A cool-rated white TPO membrane cuts HVAC cooling loads 15–25% vs. dark membranes during 100°F+ summers. California Title 24 mandates cool roofs on most commercial replacements anyway — so the question is usually "which cool-rated system" not "cool or not."
